Today, when the competition has gained a global dimension, it has become necessary to develop ideas that will reveal new values and disseminate these ideas within the ecosystem. We met with Mete Cakmakci, the Secretary General of the Technology Development Foundation of T\u00fcrkiye, which supports the technology and innovation activities of the private sector and discussed T\u00fcrkiye\u2019s current position in Industry 4.0 process. Cakmakci shared information about the foundation’s activities and current projects.<\/p>\n\n\n\n

Can we get to know you a little? How did your path cross with the Technology Development Foundation of T\u00fcrkiye?<\/strong><\/strong><\/h5>\n\n\n\n

I graduated the Department of Electrical and Electronics Engineering of the Middle East Technical University. After that, I got my master’s degree and PhD from Syracuse University. I also worked as a research assistant and lecturer at that university. I started working as Technology Policy and International Relations Coordinator at the Technology Development Foundation of T\u00fcrkiye in 2003 and was appointed General Secretary in 2009. As part of my role, I represent TTGV in the funding of various private equity and venture capital funds. I also teach courses on technology and innovation management at leading universities. My current interests include policy and program development in the field of innovation, entrepreneurship, and research and development elements of industrial policy, regional development in high technology; growth management, business strategy development, implementation and business development in high-tech companies, especially those at early stages.<\/p>\n\n\n\n

When was the Technology Development Foundation of T\u00fcrkiye established, and what are its activities?<\/strong><\/strong><\/h5>\n\n\n

TTGV was established in 1991 with the aim of supporting the technology and innovation activities of the private sector in T\u00fcrkiye with the cooperation of the public-private sector and bringing technology to the real life. TTGV has supported more than 1000 industrial R&D projects by managing public resources exceeding half a billion US dollars since 1991. We actively continue our support with the activities and programs we manage in many areas such as technology clusters, commercialization of research outputs, venture capital, technology transfer, clean production and energy efficiency in SMEs. TTGV is a non\u2013profit public-private partnership with the mission of supporting innovation activities in the Turkish private sector. It is also an original and autonomous \u201cfirst-model\u201d in our country. The board of founders of our foundation consists of public and private sector, umbrella organizations, and individuals. 10 members of the board of directors are representatives of the private sector, while 5 members are public sector representatives. TTGV is the only foundation operating in the field of \u201cR&D and technology development\u201d, among the 4 foundations established by law in T\u00fcrkiye. As an expert program practitioner and fund management organization, we have been a part of many successful \u201cfirsts\u201d in our country. Today, the practices that we have successfully implemented have a significant contribution to make the R&D and innovation activities of the private sector companies a priority. We became the first private sector oriented R&D support program implemented in T\u00fcrkiye. To date, we have ensured that more than half a billion dollars of resources have been used by the private sector for R&D and innovation activities in the private sector. 80% of these resources were used by SMEs. The high commercialization rates and market successes of the projects we support making us proud as the outputs that justify what we do. We have also developed different support models in the area of supporting technology-oriented entrepreneurship, clean production and energy efficiency, which we believe are important issues for our country.<\/p>\n\n\n\n

Your name is always mentioned together with innovation, what is the relation between TTGV and innovation?<\/strong><\/strong><\/h5>\n\n\n\n

Today, the \u201dopen innovation\u201d business model has become a role-model used by organizations for corporate change. This model requires the use of knowledge and creativity outside the organization to create new value in a way that increases competitiveness. The emerging new paradigm reduces the importance of money in value creation processes, while bringing non-cash values and competencies such as accessing and managing knowledge and creativity to the fore. At TTGV, we develop value-added solutions for the needs of all parties and resource providers of the ecosystem with the cooperation of different disciplines. As a part of the innovation ecosystem, we aim to become a strategic solution platform where we will meet the needs of all parties and resource providers of the ecosystem by developing value-added solutions in cooperation with different disciplines by developing different and innovative tools to carry out our mission.<\/p>\n\n\n\n

At what stage of Industry 4.0 process is T\u00fcrkiye in?<\/strong><\/strong><\/h5>\n\n\n

This period, in which it is important to create surplus value at the points where new efficiencies and technology meet the real life, requires more effective and coordinated activities of all stakeholders in the innovation ecosystem. Now, multi-domain team-play of stakeholders in the ecosystem, scientific and innovative cooperation, and the capacity to embed creative high added values in the center of demand will determine the global competitiveness. With the 4th industrial revolution, the industry is being redefined through the concepts of \u201dData\u201c, \u201dDesign\u201c and \u201dDigital”. The 4th industrial revolution includes the ways of production in the world that match with people’s characters in the fastest and most intelligent way. The process of meeting the ideas with money in the fastest way contains all kinds of elements such as added value that creates money and customer satisfaction. In order for this to happen in the fastest way, the ideas of young people should be prioritized. Today, technocities are developing rapidly. However, the big companies and universities should work together to see how we can fulfill the innovation process and create ecosystems. The concept of speed comes to the fore at this point. The Y and Z generations are facing new demands today. Whichever country that manage to respond to these demands in the fastest way will provide the most added value. In other words, when we are saying that we will increase our added value and exports in 2023 we refer to \u201cfocus on\u201d this. If we focus on young people and understand what kind of innovations they want in health, education and transportation fields, and respond to their demands quickly, we can provide added value.<\/p>\n\n\n

The primary goal of TTGV in recent years is to design and implement projects and programs that will support the technology and innovation activities of the private sector in T\u00fcrkiye. Continuing its activities with the vision of \u201cTechnology-Producing T\u00fcrkiye\u201d, TTGV designs projects and programs that will serve this purpose and offer these for the use by the ecosystem. The TTGV emphasizes three things in particular: Today, it has become imperative that we develop new ideas that create new values for global competitiveness and that we can spread these ideas within the ecosystem. We need to use our existing resources more effectively and efficiently, and we can only do this by sharing our knowledge more and communicating with each other. The intellectual capital of TTGV and its role of bridging between stakeholders is much more valuable than ever.<\/p>\n\n\n\n

What are your ongoing projects?<\/strong><\/strong><\/h5>\n\n\n

Although \u201cadvanced technology\u201d is an important mission descriptor of TTGV, the foundation\u2019s identity creates an orientation towards the development of models in which the positive return of investment in technology to people and society is also taken into account. In this regard, we aim to develop the field of \u201ctechnology donation\u201d in T\u00fcrkiye in accordance with the purpose of focusing on technology areas with wide impacts and high social returns, and accessing new resources through success stories that will be developed. In 2017, we completed the launch of Ideanest, our first program developed in this regard and the first successful project support. 2017 has been a year when significant progress has been achieved for us in this direction. In addition to technology donation, we are also preparing to offer 2 new accelerator programs for private sector aimed at commercialization and internationalization and a support program on clean technologies in 2018. At the end of last year, on a national basis, we carried out capacity building activities for 20 TTO (Technology Transfer Office) selected within the scope of the TTH (Accelerating Technology Transfer) Project, which we started in 2015. In this regard, needs analysis visits and workshops were organized for the selected TTOs, GZFT analysis was performed and semi-structured one-to-one interviews were held with the TTOs. The activities related to the DAP (Eastern Anatolia Project) Innovation and Entrepreneurship Project, which we are conducting on behalf of the DAP Regional Development Administration, have been completed as of December 2017. The analysis of the current situation related to innovation and entrepreneurship in the 15 provinces where the DAP Development Administration is responsible for, the studies for the development of strategies and action plans were completed and reported. Within the scope of the project, visits were paid to more than 200 stakeholder institutions and organizations, nearly 20 workshops were organized in 2017, and detailed reports were prepared. Program proposals were prepared for the proposals selected by the DAP Administration, and a budget request for 2018 was submitted to the Ministry of Development.<\/p>\n\n\n\n

In addition, after the completion of the project studies, TTGV continues to work jointly with DAP Administration on the studies that can be carried out in R&D and innovation fields in the region. On the other hand, the products developed for the purpose of increasing the awareness of companies on eco-efficiency and industrial symbiosis and uncovering good practices will continue to be tested on the field through the sponsorship of various public institutions, particularly the regional development agencies and social responsibility funds of the private sector.<\/p>\n","protected":false},"excerpt":{"rendered":"
